The Policy Institute of the National Gay and Lesbian Task Force's 2003 report: "Education Policy: Issues Affecting Lesbian, Gay, Bisexual and Transgender Youth" provides a comprehensive overview of the school experiences of the 3%-6% of students who are lesbian, gay, bisexual and transgender (LGBT) ... or who report same-sex attraction or experience. Noting that "13 states have taken steps to ban anti-gay discrimination or harassment," the report analyzes these policy interventions "aimed at making schools safe and affirming environments for all students." It goes on to examine "recent federal policy changes that complicate these efforts, and [to offer] a research agenda to fill these gaps in our understanding of the experiences of LGBT youth and children of LGBT parents."
